While for a business man, if any flaw is detected, either in his returns or the revenue, business man is to be penalized. Keep in mind that business man is basically collecting tax from individual and hence helping government of India. It indirectly acts as a collecting agent, whereby he is not given any benefit but penalized for anything which goes wrong. Even at times business man does not intend to avoid taxation but make some errors, since they are busy in other activities and ask their accountant to do that JOB. Here in such cases a penalty is issued against them for a mistake they did not commit.

Now ethically let us understand why the business man is evading the tax, which ultimately is to be paid by consumer. It is basically only to manage the customer, knowing somebody else can get him a cheaper product. For expansion of his business he is lured into this wrong practice. But if somehow it is confirmed that he cannot lose a customer due to price difference, he is not willing to do any mischief. Pricing of petrol in different states is such an example.

So business men, on one front you are providing government revenue, duly collected from customer.
